General Comments:
- The study shows an ethno-centric bias and repeats many well worn out cliches and stereotypes about South Asia in general and Pakistan in particular.
- Most Indian actions that have triggered arms race, crisis and deterrence instabilities seem to have been viewed as justified in the context of India’s perceived efforts to checkmate China while most Pakistani actions initiated as a reaction to India’s provocative actions are seen as destabilising.
- It appears that the decade old IISS-CISS joint workshops process has not succeeded in alleviating most misperceptions and misunderstandings and there appears to be a need for revisiting some of the fundamental issues in the coming iterations of the meetings maybe with a modified format that allows greater scope for dialogue and discussion.
- Pakistan’s longstanding proposal for a Strategic Restraint Regime aimed at institutionalising and formalising an overarching strategic restraint and risk reduction architecture has only been mentioned as a passing reference and has not been given any significance.
