Riaz Khokhar participated in a workshop on escalation dynamics and consequence management in the subcontinent involving table top exercises at the Stimson Center on June 21, 2019.
The first exercise considered probabilities and routes of escalation to conventional and nuclear war. The second exercise was a resource allocation game that Stimson South Asia recently developed. It facilitated the exploration of how states might try to strategically manage the consequences of war in an environment of uncertainty, fear, organizational competition, international tensions and resource scarcity applied to the specific contours of a crisis in Southern Asia—all with different trade-offs and time considerations.
Participants included scholars and juniors researchers from Pakistan and India.
The workshop took place under the Chatham House rule to advance thoughtful and honest discussion.
